Sir Peter De Rigby was a man who lived on the mainland during the 15th Century. He was a knight under the rule of King Henry IV, who ruled between 1399-1413. He was sent by Henry as an emissary, in order to negotiate with Sir Arnold de Norramby (The last Regent of Sodor), for joint action against the Duke of Northumberland's forces on the Island of Sodor. Norramby was impressed by Rigby, and decided to put him and his army under the Regent's command. When the campaign was over, it was largely in part due to Rigby's recommendations, that Norramby was appointed Governor, and eventually rose up to earn the title of the Earl of Sodor. Sir Peter eventually married a widow with a small property on the Island of Sodor, which soon became his new home. He is an ancestor of the Regaby family. He is only mentioned in "The Island of Sodor: It's People, History and Railways".
